Speaker Spotlight: Steven Lee on Reducing Restrictive Practices Through a PBS Framework

Jun 10, 2026 | Events, News

We are pleased to welcome Steven Lee from Bright Futures as our next speaker at the Learning Disability Leaders Conference 2026.

Steven will be presenting on:

Reducing Restrictive Practices: A Positive Behaviour Support Framework

About Steven Lee

Steven has worked in social care for 15 years, supporting people with learning disabilities across a range of settings. He currently leads a Specialist Support Team working across both education and residential care for children and adults with learning disabilities at Bright Futures.

Steven has a particular interest in restraint reduction. His work is built around proactive strategies that put dignity, safety and person-centred approaches first, and around supporting teams to develop the skills and confidence to reduce the need for restrictive interventions while genuinely improving outcomes for the people they support.

Why this session matters

Restrictive practices remain one of the most challenging and sensitive areas in learning disability services. The goal should always be to reduce and, where possible, eliminate the use of restrictive interventions. But that does not happen by chance. It requires skilled, confident teams, strong organisational cultures, and proactive frameworks that address the root causes of distress rather than responding to the surface behaviours.

Positive Behaviour Support provides exactly that kind of framework. When it is embedded properly across an organisation, it changes the way teams understand and respond to people’s needs, with a meaningful and lasting impact on quality of life.

What to expect from Steven’s session

Steven will share practical insight into what a PBS framework looks like in practice when applied to reducing restrictive practices. He will draw on his experience leading specialist support teams to explore how organisations can build the right cultures and give their teams the tools to make real, lasting change.

This session will be valuable for registered managers, senior leaders, and anyone responsible for the quality and safety of care in LD services.
