Speaker Spotlight: Elaine Warner on Oliver McGowan Training Updates

We are pleased to introduce our final speaker for the Learning Disability Leaders Conference 2026.

Elaine Warner, Managing Director of Care Business Associate Training (CBAT), will be presenting on: Oliver McGowan Training Updates.

 

Thirty years in social care

Elaine’s career in social care spans over 30 years. She began working in residential children’s homes with children and young people facing emotional, social and behavioural difficulties, before moving into a Project Co-ordinator role at a large social care charity and progressing to Volunteer Co-ordinator, working with people aged 16 and over across homelessness, drug and alcohol support, ex-offender services, and physical and learning disabilities.

It was through that work that Elaine’s passion for training took root.

Building CBAT

Elaine has spent more than 15 years designing and delivering bespoke training courses for staff and volunteers working in social care, from small organisations to local authorities. She is now Managing Director of Care Business Associate Training, where her role incorporates quality assurance across the whole organisation, project management, tendering for new business, and ensuring the training CBAT delivers continues to make a real difference on the ground.

Why Oliver McGowan training matters

Oliver McGowan was a young man with a learning disability and autism who died following the administration of medication he had repeatedly said he did not want. His story, and the campaign led by his family, led to a significant change in the law: all health and social care staff in England are now required to complete Oliver McGowan Mandatory Training on learning disability and autism.

For LD services, this is not just a compliance requirement. It is an opportunity to make sure every person on your team truly understands the people they support and is equipped to provide care that is safe, respectful and informed.

The training landscape continues to evolve, and staying up to date with requirements and best practice is something every provider needs to be on top of.
